An Order made by the Lord Chancellor making fees payable to the Courts and Tribunals Service by a person bringing proceedings before the Employment Tribunal and the Employment Appeal Tribunal, both when proceedings were issued and in advance of the final hearing, unless the person concerned was entitled to a remission on account of limited means, could not yet be shown to be preventing people from pursuing claims or appeals and was therefore lawful.
