Europe is in a race against time to save its system of open borders, one of its most senior figures warned yesterday after an EU summit to curb mass migration ended in failure.

Donald Tusk, the president of the European Council, warned that more countries were likely to follow Sweden in reimposing border controls as they struggled to cope with the migrant crisis.

Attempts to strike a deal for returning African migrants to their country of origin collapsed as leaders failed to reach an agreement over funding.
