Greece is heading for a “state of emergency” and exit from the euro after negotiations to prevent the country defaulting on international debts broke down amid acrimony last night.

Günther Oettinger, Germany’s commissioner, warned that the European Union should be prepared to step in with emergency aid to stop Greek society collapsing if Athens defaulted at the end of June.

“We should work out an emergency plan because Greece would fall into a state of emergency,” he said in Berlin, raising concerns over power blackouts, medicine and healthcare.

“The commission needs to work out a plan that could avert a worsening of the situation in the event that Greece leaves the eurozone, in the event of a bankruptcy.”
